Tolstoy might have said somewhere that Nietzsche was brilliant, but in the sources I know for a fact are Tolstoy's he certainly doesn't. As far as I know, Tolstoy's most complete discussion of Nietzsche is in "What is Religion and of What Does its Essence Consist?", which he wrote in Dostoevsky, Tolstoy, and Nietzsche book.
